	For a country of the size and resources of the U.S. to
lose a war to an impoverished communist country like North Vietnam
was difficult.  Every major institution in the U.S. had to do its part.
These include the Presidents, the Congress, the media, the armed
forces, the universities and the scientific community.  It could
have been won if even a few of these institutions had performed
better.
